Kariokor Shooting: Questions Mount for PS Fikirini After Youth Forum Tragedy


Cecil Ouma, a 28 year old youth mobilizer of Kenya was fatally shot dead during the weekend, creating a political storm and calling into question how principal secretary for youth affairs, Fikirini Jacobs and the national youth affairs team handled the incident.

As one of the youth mobilizers promoted to attend a government-sponsored Youth Empowerment Forum in Kariokor by the National Youth Development Fund; the youth empowered by these funds and events are now left with many unanswered questions regarding the actions/inactions of those responsible for ensuring the safety of participants. The shooting is reportedly being investigated as a result of the Daly family's statement claiming that the shooter was an individual associated with the principal secretary's security detail, where detectives will gather witness statements and conduct forensic examination into the facts of this tragic event. Since the shooting occurred at a government-sponsored Youth empowerment event in history, many in the general public, community leaders and politicians believe that the actions of government officials employed to empower the youth have jeopardized the credibility of such programs and events if the attendees have have been left to feel unsafe, abandoned and/or unprotected during the program. There are numerous leaders of the opposition and members of non-governmental organizations calling for transparency and accountability and seeking to ensure that the outcome of this thorough investigation will not be influenced by the status of individuals that may have been involved.

This case represents more than just a criminal investigation for the government; it serves as a political litmus test for the current administration’s accountability, effective leadership, and public trust—especially with respect to youth who make up a large portion of Kenya's population. As investigations continue, Kenyans will closely monitor whether they obtain answers from these events and hold individuals accountable for their actions. Should this case not yield the anticipated outcome, it will simply add to the increasing political turmoil present within Kenya.
